HB 2667 Summary

• Repeals Title 36, Chapter 34, Arizona Revised Statutes effective December 31, 2012, and establishes a new Division of Behavioral Health within the Arizona Health Care Cost Containment System (AHCCCS) beginning January 1, 2013.

• Transfers all authority, powers, duties, responsibilities, personnel, contracts, property, and appropriated monies of the Division of Behavioral Health from the Department of Health Services to AHCCCS on January 1, 2013.

• Requires AHCCCS to administer unified mental health programs and implement a state mental health plan developed by an advisory committee, including contracting directly with service providers without using regional behavioral health authorities.

• Establishes a State Mental Health Plan Advisory Committee with representatives from state agencies, healthcare providers, consumer groups, and other stakeholders to develop the plan and submit recommendations to leadership by August 1, 2012.

• Requires AHCCCS to establish eligibility screening, fee schedules with sliding scales, and contracts to fund services for indigent, uninsured, or underinsured individuals not meeting standard Medicaid requirements.
