Amends Arizona's Citizens Clean Elections Act regarding early contributions to participating candidates and matching monies provisions.

Eliminates the $40,000 limit for gubernatorial candidates and 10% limit for other candidates on early contributions, replacing it with a cap at three times the original primary and general election spending limits combined.

Requires the Citizens Clean Elections Commission to issue matching monies equal to five times the amount of early contributions received, distributed on the second and fourth Friday of each month, with additional matching monies issued on the last Friday for contributions received after the previous distribution.

Changes the spending period for early contributions and candidate personal monies from being limited to the exploratory and qualifying periods to allowing spending at any time during the election cycle.

Requires any early contributions not spent during the election cycle to be paid to the Citizens Clean Elections Fund.
