Adds optional email address field to voter registration forms and clarifies party preference listing requirements based on registration numbers from the most recent governor election.

Establishes uniform statewide data format for voter registration information submitted by county recorders and authorizes secretary of state to charge fees for database access; allows candidates and officeholders to receive voter registration data quarterly or daily upon request without charge beginning January 2015.

Authorizes county boards of supervisors to establish voting centers in addition to or in place of designated polling places, allowing any county voter to receive and cast appropriate ballot on election day.

Extends independent expenditure notification period from 10 days to 60 days before election; requires political committees to send copies of campaign literature or advertisements to affected candidates within 24 hours.

Creates class 2 misdemeanor offense for knowingly failing to deliver a completed early ballot to a polling place or on-site early voting location if entrusted by a voter; modifies various technical language throughout election and campaign finance statutes.
