Amends Arizona Revised Statutes Section 30-202 regarding the Arizona Power Authority's handling of funds and fiscal management.

Clarifies that funds appropriated by the legislature are classified as "appropriated funds" and all other funds derived from operations are classified as "operation funds."

Establishes a debt reserve fund to hold monies required for payment of principal and interest on revenue bonds and other obligations with reserve requirements.

Applies provisions of title 35, chapter 1 (general fiscal laws) to the authority's handling and disbursement of appropriated funds, with specified exemptions including quarterly allotments, warrant limitations, and lapsing of appropriations.

Clarifies that appropriated monies for the authority shall not revert to the general fund at the end of a biennium.
