Authorizes the Arizona governor to enter into an interstate health care compact with other states to return regulatory authority over health care to member states rather than the federal government.

Establishes an Interstate Advisory Health Care Commission composed of representatives appointed by each member state (maximum two per state) to study health care regulation issues and make nonbinding recommendations to legislatures.

Provides member states with federal funding based on a formula using 2009-2010 federal health care expenditures, adjusted annually for population changes and inflation, with no conditions attached to the funding.

Allows member states to enact laws that supersede conflicting federal health care regulations within their borders, contingent on congressional consent to the compact.

Permits member states to withdraw from the compact at any time, with the compact dissolving when only one member state remains.
