Requires any person who sells three or more "high caliber firearms" to another person to report the sale and purchaser's name to the Arizona Department of Public Safety.

Defines "high caliber firearm" to include semiautomatic centerfire rifles with detachable magazines and certain features (pistol grip, thumbhole stock, folding stock, grenade launcher, flash suppressor, forward pistol grip), rifles with fixed magazines over 10-round capacity, short-barreled rifles, semiautomatic pistols with certain features or over 10-round capacity, and semiautomatic shotguns with specific features or revolving cylinders.

Exempts antique firearms (manufactured before January 1, 1899) and specified Olympic target shooting pistols from reporting requirements.

Establishes a computerized database maintained by the Department of Public Safety containing high caliber firearm sales information, accessible only to criminal justice agencies for law enforcement purposes and by court order.

Authorizes the Department of Public Safety to adopt rules implementing the reporting requirements and exempting new competitive pistol models consistent with USA Shooting regulations.

Grants the Department of Public Safety authority to inspect and review business records of licensed firearm retailers when firearms cannot be accounted for.
