Adds section 1-255 to Arizona Revised Statutes relating to unfunded mandates on cities, towns, and counties.

Prohibits any state statute requiring cities, towns, or counties to engage in new activities, provide new services, or increase current service levels from taking effect unless accompanied by state funding.

Requires state funding to be sufficient to cover the full cost of the mandated activity or service for the entire period it is required to be performed.

Applies to any new requirements beyond those already mandated by existing statute.
