Adds February 14, 2012, as "Arizona centennial statehood day" and designates each February 14 of every centenary thereafter as a state holiday.

Renumbers existing holidays in Arizona Revised Statutes section 1-301 to accommodate the new centennial statehood day holiday.

Updates cross-references in subsections B, C, and D to reflect the new numbering of holidays following the addition of the centennial statehood day.

Requires all state employees working 40 or more hours per week to receive one day of holiday leave (up to 8 hours) for February 14, 2012, if they do not receive commensurate time off with pay; part-time employees receive proportional leave.

Specifies that employees forfeit the holiday leave earned under this provision if not used by December 31, 2012, or if the employee leaves state employment before using the leave.
