Establishes the joint legislative study committee on career and technical education reform consisting of three state senators, three house members, department of education employee, joint technical education district superintendent, community college employee, school district employee, and three industry representatives.

Committee must develop legislation for the 2012 legislative session to transition vocational education and career and technical education into a unified system funded based on student achievement.

Proposed legislation must include industry advisory committee approval of all career and technical education programs, mandatory apprenticeship programs, written and performance assessments administered by industry representatives, and funding mechanisms tied to course and program completion.

Committee must submit report with recommendations to the governor, senate president, house speaker, and secretary of state on or before December 31, 2011.

Committee authority expires September 30, 2012.
