Establishes a joint legislative study committee on outcome-based education funding consisting of 11 members including state legislators, education officials, teachers, and representatives from school organizations.

Committee must develop legislation to transition public school funding from an instructional hours-based system to a student achievement-based system for consideration during the 2012 legislative session.

Committee must consider how current voter-approved revenue sources and spending requirements will interact with the new proposed funding system and determine which entities will establish appropriate student outcomes.

Committee must submit a report on its activities and recommendations to the governor, senate president, and house speaker by December 31, 2011.

Committee automatically expires on September 30, 2012.
