Limits attorney fees that condominium associations can collect for violations of condominium documents to no more than two times the amount of any penalty imposed for the violation.

Prohibits condominium and planned community associations from charging fees for displaying for sale signs and sign riders on unit owner or member property.

Prevents associations from prohibiting for sale, for lease, and open house signs beyond specific size and time restrictions already authorized by law.

Imposes a six-month forfeiture of lien rights against a unit or property if an association or managing agent violates sign display restrictions.

Requires associations to provide unit owners written notice of alleged violations with specific information including the violated provision, date observed, observer's name, and the process to contest the violation.
