Establishes a gang and immigration intelligence team enforcement mission border security and law enforcement subaccount within the gang and immigration intelligence team enforcement mission fund to be administered by the Department of Public Safety, with monies subject to legislative appropriation.

Redirects funding allocations from court-collected monies: 42.14% of supreme court collections and 30.10% of penalty assessments now go to the border security subaccount instead of county attorneys and indigent defense funds.

Appropriates $1,673,900 from the border security subaccount in fiscal year 2011-2012 to the Department of Public Safety to enter into a memorandum of understanding with a county of 300,000-500,000 population to purchase equipment and supplies for border security deputies.

Reduces appropriations to the Arizona Criminal Justice Commission by $973,600 from the state aid to county attorneys fund and $700,300 from the state aid to indigent defense fund in fiscal year 2011-2012.

Requires the Department of Public Safety to report to the Joint Legislative Budget Committee by June 30, 2012 regarding use of the $1,673,900 appropriation.
