Authorizes the Arizona Department of Transportation to issue special license plates for youth development organizations if an entity pays $32,000 to the department for implementation by December 31, 2011.

Sets the special plate fee at $25, with $8 going to the state highway fund as an administration fee and $17 deposited into a newly created youth development organization special plate fund.

Requires the director to select a values-based youth development organization that has existed for at least one century and provides character-building programs for young people, with annual allocations from the fund to support the organization.

Allows no more than 10 percent of annual fund monies to be used for administration costs, with the first $32,000 reimbursed to the entity that paid the implementation fee.

Permits combination of youth development organization special plates with personalized plates subject to applicable fees for personalized plates in addition to the special plate fees.
