Urges the federal government to support and fund a comprehensive regional flood control project for the Lower Santa Cruz River watershed in Pinal County, Arizona.

Cites the watershed's history of frequent and severe flooding that damages communities, infrastructure, farms, businesses, and residential areas across central Arizona.

Notes Pinal County's rapid population growth as the second fastest growing county in the U.S. during the past decade, with projected population exceeding one million by 2030.

Emphasizes that six of seven most damaging floods occurred in the past 50 years and that the 8,600 square mile watershed has substantial federal interests requiring federal involvement.

Directs Arizona's Secretary of State to transmit copies of the memorial to the Army Corps of Engineers, U.S. Senate President, House Speaker, and all Arizona members of Congress.
