Proposes amendment to Article IV, Part 2, Section 23 of the Arizona Constitution regarding passes and transportation purchases by public officers.

Clarifies that public officers cannot accept or use passes or purchase transportation except as available to the general public.

Removes outdated language specifying "railroad or other corporation" and replaces it with more general transportation language.

Maintains exemption for Arizona National Guard members traveling under orders.

Directs the Legislature to enact laws to enforce the constitutional provision.
