AZ HCR2005

Requires that at least one-half of valid signatures on statewide initiative and referendum petitions be collected by unpaid, volunteer circulators rather than paid circulators.

Applies the unpaid circulator requirement to constitutional amendment petitions, which must also have at least one-half of signatures collected by unpaid, volunteer circulators.

Proposes amendments to Article IV, Part 1, Section 1 and Article XXI, Section 1 of the Arizona Constitution to implement these signature collection requirements.

Directs the Secretary of State to submit this proposition to voters at the next general election for approval.
