Proposes constitutional amendment adding Section 10 to Article XII, allowing each county to levy, assess, and collect development fees within its jurisdiction and implement related policies.

Proposes constitutional amendment adding Section 8 to Article XIII, granting the same development fee authority to cities and towns established under that article.

Prohibits the legislature from enacting statutes that impede the county, city, or town authority to levy development fees.

Requires the Secretary of State to submit the proposition to voters at the next general election for approval.
