Proposes amending Arizona Constitution Article IV, Part 2, Section 21 to change state legislative terms from two years to four years beginning with the 51st Legislature in 2013.

Maintains the existing four consecutive term limit for state senators and representatives, but applies it to four-year terms instead of two-year terms beginning in 2013.

Establishes transition rules for legislators serving under the old two-year term system: those with three consecutive terms starting in January 2007 may serve one additional four-year term; those with two consecutive terms starting in January 2009 may serve two additional four-year terms; those with one term starting in January 2011 may serve three additional four-year terms.

Requires legislators who reach the maximum consecutive term limit to be out of office for at least one full term before serving in the same office again.

Directs the Secretary of State to submit this amendment to voters at the next general election.
