AZ HCR2016

Requires the Arizona legislature to obtain affirmative votes of at least two-thirds of the members of each house to refer any measure to voters for a ballot referendum, instead of the current simple majority requirement.

Applies the two-thirds voting requirement to the legislature's power to order submission of any measure, item, section, or part of any measure to the people at the polls.

Also amends Article XXI, Section 1 to require two-thirds approval in both houses of the legislature for proposed constitutional amendments, replacing the current simple majority requirement.

Proposes constitutional amendments to Article IV, Part 1, Section 1 and Article XXI, Section 1 of the Arizona Constitution.

Directs the Secretary of State to submit this proposition to voters at the next general election for approval.
