AZ HCR2019

Amends Arizona Constitution to create the position of lieutenant governor as part of the executive department, with a four-year term and two consecutive term limit.

Requires gubernatorial candidates to run with a joint ticket during the general election; primary candidates run for governor alone, then select a running mate for the general election ballot.

Changes gubernatorial succession so the lieutenant governor (if elected) succeeds to the office of governor in case of death, resignation, removal, or permanent disability, replacing the current secretary of state succession.

Makes the lieutenant governor position effective beginning with the term of office starting in 2015.

Repeals conflicting provisions from prior constitutional amendments (Proposition 100) regarding the executive department structure.
