Arizona applies to Congress under Article V of the Constitution to call a convention for proposing an amendment requiring the President to submit and Congress to adopt a balanced federal budget each fiscal year with certain exceptions.

The application becomes void if Congress adopts a similar balanced budget amendment within 90 days after two-thirds of state legislatures make application for such a convention.

The application is void if the convention is not exclusively limited to the balanced budget amendment subject matter or if the U.S. Supreme Court rules a convention cannot be so limited.

This application constitutes a continuing application until at least two-thirds of state legislatures have made application for an equivalently limited amendments convention.

The Secretary of State must transmit the resolution to the President of the U.S. Senate, Speaker of the U.S. House, Arizona's congressional delegation, and presiding officers of all state legislatures.
