Makes all prisoners convicted of crimes committed before January 1, 1994 eligible for commutation, and requires the Department of Corrections to notify eligible prisoners within 30 days.

Requires the board to provide reasons for granting commutations and mandates victim notification before commutation consideration, with reporting requirements to the legislature and publication in the Arizona Administrative Register.
