Proposes amendment to Arizona Constitution Article XVI, Sections 1 and 2, relating to militia composition and qualifications.

Removes upper age limit of 45 years for militia membership, making militia open to all capable citizens who are at least 18 years of age.

Changes militia membership eligibility to include both citizens and non-citizens who are state residents at least 18 years old and have declared intent to become U.S. citizens.

Defines the National Guard of Arizona as the organized militia authorized by law.

Requires submission of proposed amendment to voters at the next general election per Arizona Constitution Article XXI.
