AZ HCR2029

Proposes a constitutional amendment requiring statewide initiatives that create public funds, dedicate monies to specific purposes, or affect state general fund revenues/expenditures to expire after 6 fiscal years unless reauthorized by voters.

Applies retroactively to all statewide initiatives approved on or after November 3, 1998 that meet the criteria, with reauthorization votes scheduled for 2014 (for measures enacted 1998-2008) or 2016-2018 (for measures enacted 2010-2012).

Requires the legislature to conduct financial, performance, and policy audits of affected initiatives at least 60 days before each reauthorization election, with results provided to all households containing qualified electors.

Amendment applies to all affected initiatives regardless of whether they were enacted through constitutional or statutory provisions.

Requires approval by Arizona voters at the next general election.
