AZ HCR2031

Proposes constitutional amendment to Article II, Section 31 and Article XVIII, Section 6 of the Arizona Constitution.

Establishes that crime victims are not subject to damage claims by persons harmed while attempting to commit, committing, or fleeing after committing or attempting to commit a felony.

Maintains existing constitutional protections against limiting damages for death or personal injuries, with the new exception for crime victims.

Titled the "Crime Victims Protection Act of 2012" and requires voter approval through general election as specified in Article XXI of the Arizona Constitution.
