Proposes a constitutional amendment (Article XVIII, Section 11) requiring employees in Arizona to provide annual express written permission before employers can deduct payments from paychecks for political purposes.

Defines "political purposes" as direct or independent expenditures in support of or opposition to candidates, political parties, legislation, referendums, initiatives, or to political action committees for such purposes.

Exempts deductions for employee benefit plans, pension plans, savings plans, health plans, and charitable contributions from the requirement.

Establishes that employees have the right to be "free from any employer deducting or facilitating the deduction" of political payments without their annual written authorization.

Directs the Secretary of State to submit the proposition to voters at the next general election following passage by the legislature.
