AZ HCR2036

Proposes amending Article IV, Part 1, Section 1 of the Arizona Constitution to allow legislative referenda (measures referred by the legislature to voters) to be voted on at the next regular primary election instead of only the general election.

Proposes amending Article XXI, Section 1 of the Arizona Constitution to allow constitutional amendments proposed by the legislature to be submitted to voters at the next primary election, except when the legislature calls a special election for the amendment vote.

Clarifies that constitutional amendments proposed by initiative petition shall continue to be submitted at the next general election.

Changes election procedures so measures referred by the legislature go to primary elections while measures referred by citizen petition go to general elections.

Directs the Secretary of State to submit this constitutional amendment proposition to voters at the next general election for voter approval.
