AZ HCR2040

Enacts a measure requiring submission to voters regarding unfunded mandates on Arizona cities, towns, and counties.

Adds section 1-255 to Arizona Revised Statutes prohibiting state-enacted statutes from requiring cities, towns, or counties to perform new activities or services unless the legislature provides sufficient new funding or a funding mechanism to cover the costs.

Applies to any new activity, new service, or increased level of current activity or service that goes beyond existing statutory requirements.

Requires the funding or means of funding to be sufficient for the entire period during which the mandated activity or service must be performed.

Directs the Secretary of State to submit the proposition to voters at the next general election if approved by the legislature.
