AZ HCR2041

Enacts a statewide drug and alcohol treatment district governed by a five-member board appointed by the governor to five-year terms with no more than two members from the same political party.

Authorizes the district board to levy a liquor luxury tax at $4 per gallon on spirituous liquor, $3 per gallon on vinous liquor, and $2 per gallon on malt liquor, with revenues collected by the Department of Revenue and remitted monthly to the district.

Directs district revenues to supplement legislative appropriations for drug courts, drug and alcohol treatment, domestic violence shelters, mental health services, organ transplants, child protective services, highway safety, and other specified programs including services for foster children and adoptive families.

Sets staggered initial board member terms ending January 1, 2015 through 2019, with subsequent appointments made according to statute.

Requires submission of the measure to voters at the next general election under Arizona Constitution article IV, part 1, section 1.
