AZ HCR2042

Proposes an amendment to Article VII, Section 10 of the Arizona Constitution regarding primary election procedures for state, county, and city offices.

For Arizona House and Senate elections only, establishes a single ballot system where all registered voters may vote for any candidate regardless of party affiliation, and all candidates appear on one ballot.

Allows candidates for House and Senate to optionally declare a political party affiliation, which appears on the ballot; candidates without a declared affiliation are listed as "no party preference."

Requires the top two candidates for Arizona Senate and the top four candidates for Arizona House of Representatives (per district's two seats) to advance to the general election.

For other state, county, and city offices, maintains existing rules allowing unaffiliated and independent voters to choose which qualified political party's primary election to participate in.
