Proposes constitutional amendment establishing a lieutenant governor position, to be elected jointly with the governor on a single ticket beginning in 2015.

Requires gubernatorial candidates to run alone in primary elections, then select a lieutenant governor running mate for the general election, with a single vote counting for both positions.

Changes gubernatorial succession by replacing the secretary of state with the lieutenant governor as first in line to assume the governorship if the governor dies, resigns, is removed, or becomes permanently disabled.

Assigns the lieutenant governor powers and duties including supervision of executive branch agencies, as prescribed by law.

Applies retroactively to repeal a 1991 ballot proposition and amend a 1992 ballot proposition regarding executive department structure.
