Proposes a constitutional amendment to create the office of Lieutenant Governor as part of Arizona's executive department, effective with the 2015 election.

Requires gubernatorial candidates to run separately in primary elections, then pair with a Lieutenant Governor candidate selected by the governor nominee for the general election, with a single ballot vote applying to both positions.

Changes gubernatorial succession so the Lieutenant Governor succeeds to the office of Governor in case of death, resignation, removal, or permanent disability, replacing the current Secretary of State in the line of succession.

Repeals conflicting provisions from previous ballot propositions (Proposition 100 from 1991) to establish a clear constitutional framework for the new Lieutenant Governor office and its duties as prescribed by law.
