Amends section 36-2907, Arizona Revised Statutes to remove six types of organ transplants from the exclusion list for Arizona Health Care Cost Containment System (AHCCCS) coverage, making pancreas, lung, hemopoetic cell allogenic unrelated, certain heart, and liver transplants eligible for reimbursement.

Appropriates $1,205,900 from the state general fund and $3,083,600 in federal matching funds in fiscal year 2010-2011 to AHCCCS administration specifically for transplant services.

Makes the appropriation exempt from lapsing provisions, allowing unspent funds to carry forward to subsequent fiscal years.

Declares the act an emergency measure operative immediately upon passage.
