Amends Arizona Revised Statutes Section 27-514 regarding the Oil and Gas Conservation Commission.

Changes the appointment term language for commission members from staggered initial terms (ending December 31, 1960, and at 1-4 year intervals) to uniform five-year terms expiring on the third Monday in January.

Maintains the commission structure of five appointed members (no more than three from same political party) plus the state land commissioner serving ex officio without voting rights.

Preserves requirement that appointive members be United States citizens and Arizona residents for at least five years prior to appointment.

Continues compensation structure for appointive members based on actual days spent performing official duties as determined under Section 38-611.
