Amends Arizona Revised Statutes section 34-452 regarding solar design standards for state buildings.

Applies to capital projects including buildings designed and constructed by the department of administration, school districts, community college districts, and universities that contain over 6,000 square feet.

Requires written evaluation of solar energy features including proper site orientation, active and passive solar energy systems for space heating, solar water heating, and solar daylighting devices.

Mandates use of energy life cycle costing to evaluate solar energy and energy conservation design, equipment, and materials for new state buildings and scheduled remodeling of existing state buildings.
