Amends section 41-1758.01, Arizona Revised Statutes, relating to fingerprint clearance cards and the fingerprinting division in the department of public safety.

Adds requirement that fingerprint background check applicants must be United States citizens or have a legal right to live and work in Arizona.

Maintains existing duties of the fingerprinting division including issuance of fingerprint clearance cards, collection of fees, and administration of the fingerprinting program.

Clarifies that fingerprint clearance cards become personal property of the cardholder upon issuance and the cardholder retains possession.

Requires the fingerprinting division to inform applicants of their right to petition the board of fingerprinting for a good cause exception.
