Expands aggravated DUI convictions to include driving with a suspended/revoked license while required to use an ignition interlock device, or refusing a test while under such requirement.

Increases mandatory minimum prison sentences for certain aggravated DUI convictions: 4 months for first/second priors, 8 months for three or more priors within 84 months.

Increases juvenile detention requirements for aggravated DUI offenses, including adding new paragraph 4 violations with minimum 4-month detention periods.

Requires ignition interlock device installation for all aggravated DUI convictions (paragraphs 1, 2, 4, and 3(b)) with minimum 12-month installation period and option for court-ordered extension.

Allows persons convicted under paragraph 3 (child endangerment DUI) to apply for special ignition interlock restricted driver license after completing suspension period.
