• Expands grounds for license suspension to include presence of any drug defined in section 13-3401 or its metabolite in a person's body, in addition to existing alcohol concentration thresholds.

• Applies drug-related suspension provisions to both implied consent refusal cases (section 28-1321) and administrative license suspension cases following DUI arrest (section 28-1385).

• Modifies hearing scope requirements to include whether any drug or its metabolite was present in the person's body as a basis for suspension.

• Maintains existing suspension periods: 12 months for first offense, 2 years for second or subsequent offense within 84 months.
