Amends AZ Revised Statutes Section 12-563 to require all elements of proof in medical malpractice actions be established by clear and convincing evidence.

Maintains two necessary elements to prove injury resulted from failure to follow accepted standard of care: (1) health care provider failed to exercise reasonable care expected of a prudent provider in similar circumstances, and (2) such failure was a proximate cause of the injury.

Repeals Sections 12-572 and 12-573 of Arizona Revised Statutes.
