Increases state board of optometry from 6 to 7 members: five optometrists (instead of four), one public member, and one physician.

Allows licensure by endorsement for optometrists who have practiced continuously in another U.S. state or military branch for at least four of the five years preceding application.

Modifies pharmaceutical prescribing authority for optometrists by clarifying that nonsteroidal anti-inflammatory agents cannot be prescribed to persons under six years of age and removes restriction on exceeding over-the-counter dosages.

Updates application and licensure procedures, including changing "desires" to "wishes" and revising the fee payment process to require new application and fees if not paid within 60 days instead of retaking examination.

Changes the article heading in title 32, chapter 16, article 5 from "Replacement Soft Contact Lenses" to "Nonresident Dispensers of Replacement Soft Contact Lenses."
