Requires holders of private roadway easements and owners of land to which easements are attached to maintain the easement.

For easements held by multiple persons without an agreement, maintenance costs shall be shared proportionately based on each holder's use of the easement.

Requires majority approval from easement holders when three or more persons hold an easement before maintenance work can be performed.

Allows any easement holder or landowner to petition a court for appointment of an impartial arbitrator to apportion maintenance costs, with court authority to enter binding judgments on liability.

Excludes state agencies, political subdivisions, public service corporations, and private utility providers from these maintenance and cost-sharing requirements.
