Allows the Department of Economic Security and its agents to deliver administrative orders, notices, decisions and letters electronically with written, verbal, or online consent from the recipient.

Requires parties to be informed of the nature of notices, legal consequences, and right to revoke consent at the time of electronic consent; consent may be revoked in writing or through the department's website.

Deems electronic consent automatically revoked if the department receives notice that the electronic address is no longer valid, after which notices revert to mail delivery.

Applies electronic delivery authorization to divisions handling benefits and medical eligibility, child protective services and foster care, child support enforcement, and employment and rehabilitation services.

Modifies child support enforcement procedures to allow electronic delivery of requests, determinations, and medical support notices to employers and obligated parents with proper consent.
