Amends Arizona Revised Statutes section 28-2059 regarding certificates of title and vehicle registration.

Changes the method of notice delivery from "regular mail" to "first class mail" when the director refuses to issue or revokes a certificate of title or vehicle registration.

Allows the director to issue a certificate of title for a motor vehicle, trailer, or semitrailer upon receipt of satisfactory proof of ownership.

Provides applicants with the right to request a hearing within 15 days after receiving notice of refusal or revocation.
