Amends Arizona Revised Statutes section 15-719 to modify the character education special plate fund administration and distribution procedures.

Establishes a cap that not more than 10 percent of annual monies deposited in the fund may be used for fund administration costs.

Directs the character education and development division to allocate fund monies through at least two but no more than four private nonprofit character education foundations qualified under section 501(c)(3) of the Internal Revenue Code.

Requires the director to select foundations that provide research-based character education curriculum and training demonstrating proven effectiveness to receive distributions from the fund.

Maintains existing provisions allowing school districts and charter schools to offer optional character education programs kindergarten through twelfth grade covering six of specified character traits.
