Amends probation officer standards in sections 8-356, 12-269, and 13-919 of the Arizona Revised Statutes to allow case load waivers for counties meeting specific criteria.

Permits the Supreme Court to waive intensive juvenile probation requirements if officers supervise no more than 15 juveniles with at least one weekly visual contact per probationer.

Allows adult probation officer waivers under the same standards (maximum 15 persons on intensive probation with weekly visual contact requirement).

Modifies probation funding for counties with 2 million or more persons by allowing flexibility in probation ratios and team compositions while requiring annual performance reports on completion rates, felony convictions, and department commitments.

Changes terminology from "probation surcharge" to "probation assessment" for criminal convictions and civil traffic violations in large counties to fund probation services.
