Repeals section 42-5017 of Arizona Revised Statutes, which previously provided an accounting and reporting expenses tax credit.

Directs revenue from increased transaction privilege tax collections resulting from this repeal to fund organ transplants and other covered health and medical services for Arizona Health Care Cost Containment System (AHCCCS) recipients.

Requires approval by at least two-thirds of the members in each house of the legislature to pass.

Takes effect immediately upon the governor's signature or, if vetoed, upon a subsequent three-fourths affirmative vote in each house of the legislature.
