Creates new crime of "misconduct involving weapons" prohibiting knowingly falsifying identity or personal information in connection with deadly weapon sales.

Makes it illegal to sell or transfer a deadly weapon knowing the purchaser is using a false name, furnishing false identifying information, or misrepresenting their identity.

Prohibits knowingly delivering deadly weapons to foreign countries or selling firearms knowing they will be delivered to foreign entities.

Criminalizes structuring transactions, causing sellers to fail to file reports, or evading federal firearm transfer documentation requirements through false statements or information.

Establishes violations as class 2 felonies for weapons delivered to foreign countries and class 3 felonies for other misconduct violations involving weapons transactions.
