Requires electronic recording of all custodial interrogations in homicide investigations conducted at law enforcement agencies or places of detention.

Exempts statements made in open court, before a grand jury, at preliminary hearings, or statements that are spontaneous or made during routine processing.

Exempts out-of-state interrogations, federal investigations, statements used only for impeachment, and statements made after a suspect agrees in writing not to be recorded.

Permits courts to consider whether compliance with the electronic recording requirement occurred when determining statement reliability.

Requires the state to preserve electronic recordings until final conviction and all direct and habeas corpus appeals are exhausted or prosecution is barred by law.
