Establishes a new Professional Teaching Standards Board to assume authority over teacher certification and discipline from the State Board of Education, effective January 1, 2012.

The board consists of 18 members including eight teachers, three administrators, one school board member, one noncertificated employee, one university representative, one state board of education member, one public member, and the superintendent of public instruction.

Board powers include adopting professional standards for educators, administering proficiency examinations, certifying teachers, investigating complaints of immoral or unprofessional conduct, and imposing disciplinary action including certificate revocation.

Transfers all certification-related personnel, records, funds, and ongoing matters from the State Board of Education and Department of Education to the new Professional Teaching Standards Board.

The Professional Teaching Standards Board is set to terminate on July 1, 2021, with related statutes repealed on January 1, 2022.
