Allows school districts to use bond proceeds and soft capital allocation funds for personnel training costs related to equipment and technology, in addition to existing authorized uses.

Limits personnel training expenditures to no more than 10 percent of bond proceeds or soft capital allocation funds for equipment and technology.

Permits school districts to use soft capital allocation monies for maintenance and operation expenses specifically associated with personnel training for equipment and technology acquired with those funds.

Authorizes school districts to include personnel training costs in bond elections for capital improvements, with bonds for such training maturing no later than five years after issuance.
